Overview

In 2010, the 10th Conference of the Parties to the Convention on Biological Diversity (COP 10/CBD) adopted the Aichi Biodiversity Targets as part of the Strategic Plan for Biodiversity 2011-2020. Target 11 calls for “at least 17 per cent of terrestrial and inland water areas and 10 per cent of coastal and marine areas” to be conserved by way of “well-connected systems of protected areas and other effective area-based conservation measures” (OECMs). 

Since its inception, the Task Force has held four expert meetings (in Cambridge - UK, Vancouver - Germany, and two on the island of Vilm - Germany) and presented its progress at events at meetings of the CBD Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA, 2016, 2017 and 2018), the World Conservation Congress (September 2016), CBD COP 13 (December 2016) and CBD COP 14. The Task Force also made inputs to two workshops on OECMs hosted by the CBD Secretariat (February 2018) that eventually led to the adoption of a CBD decision on 'protected areas and other effective area-based conservation measures' (decision 14/8). The Task Force has over 100 members and has received support from the German Federal Agency for Nature Conservation (BfN), the Swiss Federal Office for the Environment (FOEN) and SwedBio.

2019-2020 Workplan

2019

  • June: Support national recognition and reporting of OECMs through a multi-stakeholder meeting on Vilm, Germany.
  • July: Publish CBD-IUCN Guidelines for Recognising and Reporting OECMs. 
  • October: Support CBD Parties' consideration of OECMs in the post-2020 biodiversity framework at SBSTTA 23. 
  • October: Host a series of events on OECMs at the III Latin American and Caribbean Congress on Protected Areas. 
  • Throughout: Engage with related processes to promote the recognition and reporting of OECMs and ensure alignment with CBD decision 14/8. 

2020

  • October: Host a series of side events and support parties consideration of OECMs in the post-2020 biodiversity framework at CBD COP 15.
  • Throughout: Engage with related processes to promote the recognition and reporting of OECMs and ensure alignment with CBD decision 14/8.
