This Specialist Groups brings together related activities that help ensure that protected and conserved areas are achieving the quality that is needed to ensure that they are effective. Quality in this context means that the protected and conserved area sites and systems are equitably governed and effectively managed and are successful in conserving nature and in maintaining their ecosystem service, cultural and social values and benefits.
IUCN WCPA has for many years championed the cause of enhancing protected areas management effectiveness and has been supported in this endeavour by decisions of the CBD where national governments have agreed to undertake management effectiveness assessments as a routine component of their national assessment and reporting systems.
This work on management effectiveness has underpinned the development of the IUCN Green List of Protected and Conserved Areas Standard; a global standard that represents equitable and effective management for protected and conserved areas of all types and under all form of governance. The objectives of the Specialist Group are to:
- continue innovation and development of approaches to assessing management effectiveness;
- support compilation, analysis and reporting of data on management effectiveness as an input to policy and practice that will enhance effectiveness;
- support and provide capacity development on management effectiveness;
- support and provide knowledge, understanding, capacity and use of the IUCN Green List Standard;
- provide a focal point for the contribution of WCPA to the IUCN Green List programme; and
- support the implementation of the IUCN Green List programme, especially through promoting understanding, capacity development and technical support for the Green List initiatives at regional level and national level.
Relationship between the Green List Standard and Management Effectiveness Specialist Group and Defining and Measuring Conservation Effectiveness / Outcomes Task Force:
Specialist Groups are permanent groups within WCPA, established by the Chair to address priority topics within the conservation space. Task Forces are temporary groups with a fixed term, established by the Chair to address time-sensitive issues and important opportunities for the Commission and protected and conserved areas.
The Green List Standard and Management Effectiveness Specialist Group integrates the work of the long-standing WCPA group on Management Effectiveness with work on the IUCN Green List of Protected and Conserved Areas Standard. WCPA work on management effectiveness and establishing a global standard for effective management, equitable governance and successful conservation outcomes is long standing and has helped establish these as key elements in the protected area agenda. Members of the Specialist Group, support the development and implementation of these complementary approaches to strengthening and ensuring the quality of management of protected and conserved areas through capacity development, support for implementation of assessments and promotion of the importance of ensuring quality in delivering global and local targets for area-based conservation. |
The WCPA Task Force: Defining and measuring conservation effectiveness / outcomes has been established within the Conservation Outcomes thematic programme of WCPA to work on developing and strengthening systems for the assessment of conservation effectiveness, with a particular focus on measuring conservation outcomes. The work of the Task Force aims to support the implementation of 30 x 30 and Target 3 of the Global Biodiversity Framework in delivering positive conservation outcomes for protected areas and OECMs. Approaches developed through the Task Force will be pilot tested in selected countries with capacity building and adoption supported through the WCPA Network. |
Hopefully the lessons learned by the Task Force will be shared with the Green List Specialist Group and incorporated into the Green List standard as appropriate.
