Technical support for Target 2 of the EU Biodiversity strategy

Target 2 of the EU Biodiversity strategy to 2020 is to maintain and restore ecosystems and their services. IUCN, in partnership with the Institute for European Environment Policy, UNEP-WCMC and Trinomics, provides the European Commission with knowledge and support necessary to meet this goal.

Ecosystem services are the range of goods and services that healthy ecosystems provide and thus contribute to society’s well-being. However, many of Europe’s ecosystems are being degraded or destroyed, and consequently their ability to provide services is reduced. In addition, many of these services are public goods and their value is often underestimated as it is not recognised by the markets. Therefore, the need arose to create a strategic approach to restoring European ecosystems and establishing green infrastructure in order to enhance ecosystem services and stop the net loss of biodiversity.

There are 3 key actions as part of Target 2 of the Biodiversity Strategy:

  1. Improve knowledge of ecosystems and their services in the EU
  2. Set priorities to restore and promote the use of green infrastructure
  3. Ensure no net loss of biodiversity and ecosystem services

The project focuses on the following main tasks:

Task 1 - Contribution to the monitoring and assessment of activities currently underway in the Member States which contribute to the actions under Target 2.

Task 2 - Support to the Commission and the EEA in the identification of relevant case studies, especially in the EU Member States, analysis of the effectiveness of the chosen approaches and the relevance for the development of EU methodologies on Target 2.

Task 3 - Yearly organisation of a series of training (hands-on) workshops bringing together relevant stakeholders and experts with an aim to improve their understanding and skills to advance the work on activities under Target 2.

Task 4 - Assisting the Commission in organising a yearly event highlighting the work undertaken by the EU Member States/stakeholders to reinforce the knowledge base and existing tools for implementing the actions under Target 2, identifying data and knowledge gaps and focussing on the way that outputs can be used in a consistent way in related policy areas.

Task 5 - Assisting the Commission in developing reports, guidance, tools and related documentation to support the implementation of the actions under Target 2 by Member States/stakeholders that can also be used in the context of related international activities.

Task 6 - Recommendations to the Commission concerning future development of the work under Target 2 and identifying capacity and data/knowledge gaps.

The IUCN European Regional Office provides expert knowledge to the project on urban biodiversity and ecosystems, green infrastructure implementation and restoration; assists with stakeholder engagement and guidance on the integration of ecosystem services in decision-making at EU level; and supports awareness-raising for Target 2 by promoting and organising stakeholder meetings and events, activities and results.

This project is funded by the European Commission, DG Environment and runs from 2017 to 2019.
