3-Day Training Workshop on PC-1 Formulation and Project Proposal Development at Quetta

A three-day training workshop on PC-1 formulation and project proposal development was organised by IUCN at a local hotel in Quetta. The training was attended by twenty-five participants which included: government officials from the Line Departments and representative of the Civil Society Organizations.

IUCN under Balochistan Partnership for Sustainable Development (BPSD) progrmame has given much importance to the component of capacity building for its stakeholders in their relevant fields. The idea of capacity building of stakeholders was conceived after the training need analysis conducted in 2009. Since then IUCN has been conducted training sessions of the provincial stakeholders at all levels in the province. PC-1 formulation and proposal development was identified as one of the core capacity building areas and since 2009 IUCN has been conducting training workshops on this aspect. PC-1 is known as a planning tool for the development and execution of any projects in the Government Departments. Changes in the Planning Commission Proforma of PC-1 necessitated these training workshops. The training workshop aimed to enhance the capacity and understanding of the stakeholders about PC-1 formulation and project proposal development.

Speaking on the occasion Mr. Zabardast Khan Bangash, Manager IUCN Balochistan Programme emphasized on the importance of the PC-1. He also apprised the participants about the World Bank’s latest report about Balochistan, wherein the water scarcity has been identified as the most important issue being faced by the people. He advised the participants about preparing PC-1s to conserve the natural resources of the province in the wake of global warming, climate change and over-exploitation of these resources. He stated that the province is rapidly losing its precious natural resource base due to non-friendly policies and lack of prioritization and resource allocation. He also requested the policy makers to integrate Climate Change into the development process and efforts be made regarding mitigation and adaptation measures at all levels. He informed the participants about the fact that the province is facing enormous challenges with regard to availability of water for agriculture, livestock and domestic use. He went on saying that the province is losing twelve million acre-feet of rainwater every year as there are no storage dams available. Installation of tube wells and the government’s subsidy on the use through introduction of flat rates has aggravated the already grim situation, he added.

Trainers of the workshop Mr. Waqar Ahmad and Ms Robeela Bangash emphasized on the need for preparing PC-1s on the priority issues for enabling the province to meet the developmental needs. It is interesting to note that the participants identified the topics and prepared the skeleton PC-1s using practical and hands-on methods. The trainers hoped that the participants had a meaningful learning and the knowledge gained will be utilized practically to provide solutions to the people of the province.
