Pakistan Sustainable Transport Project (PAKSTRAN)

Islamabad Metrobus

Project title: Pakistan Sustainable Transport Project (PAKSTRAN)

Location: Pakistan

Duration: 2013 – 2017

Project background: The growth of urban centres and associated issues to improve urban mobility has posed a number of challenges for the sustainable development of Pakistan. Due to growth in population and urbanisation the network of roads in major cities of Pakistan is growing to accommodate the increasing number of vehicles; however, there is concern over the lack of planned interventions to effectively reduce urban commute times as well as improve urban air quality. In addition to increased traffic congestion, high levels of energy consumption and greenhouse gas emissions is causing environmental degradation augmented by socio-economic problems in country. In this scenario there is a dire need to take practical measures by targeting the key stakeholders to reduce the environmental impact and other issues associated with the transport sector of Pakistan.

In order to address the transport related problems United Nations Development Programme (UNDP) and Global Environment Facility (GEF) have initiated the Pakistan Sustainable Transport Project, which is being implemented by the Government of Pakistan. The project aims to provide technical assistance to the federal and provincial governments by mainstreaming the topic of environment in transport sector plans and policies. IUCN Pakistan is an executing partner involved in the implementation of increased public awareness and institutional capacity for sustainable transport concepts.

Objectives of the project:

  • Reduce the growth of energy consumption and related greenhouse gas emissions from Pakistan’s transport sector
  • Improve the urban environmental conditions and increase Pakistan’s competitiveness

Expected outputs:

  • Demonstrate international best practices in planning and implementation of integrated urban transport systems
  • Strengthen the institutional and policy framework for urban transportation
  • Demonstrate international best practices for modernising the trucking fleet; creating an investment environment with widespread stakeholder acceptance
  • Raise public awareness and knowledge of issues in sustainable urban transport and fuel-efficient transport in Pakistan

Donor: Global Environment Facility (GEF); and United Nations Development Programme (UNDP)
