International Arrangements on Forests
The following information is intended to provide IUCN members with a summary of basic issues regarding future International Arrangements on Forests (IAF) in preparation for UNFF-5. This is in accordance with a resolution passed by members at the 3 rd IUCN World Conservation Congress.

The fifth and final session of the UNFF (UNFF-5) will be held in New York on May 16-27, 2005 and among other things, it will:
- Review progress and consider future actions
- Review the effectiveness of the IAF
- Consider the parameters of a mandate for developing a legal framework on forest

The principle focus of UNFF-5 is to agree upon a workable option for the future IAF.
The main options being considered by countries are:
- Discontinue the current IAF
- An enriched and stronger version of the current IAF (e.g. made more authoritative by the adoption of a declaration and/or global goals and targets)
- A legally binding instrument such as a framework convention (i.e. like the UN Framework Convention on Climate Change - UNFCCC).
- A legally binding instrument such as a stand-alone convention that imposes binding commitments and accountability (i.e. like the Convention on International Trade in Endangered Species of Wild Fauna and Flora – CITES).
