European Commission presents proposal for integrating emissions and removals from land use, land-use change and forestry (LULUCF) into the EU Climate and Energy framework

The European Commission released earlier this week a proposal for the reduction of greenhouse gas emissions in the sectors of transport, buildings, agriculture, waste and land use, land-use change and forestry (LULUCF), within the so-called “Effort Sharing Decision” for the 2030 climate and energy framework, which aims to reduce overall emissions by at least 40%.

The proposal also includes a stand-alone policy pillar to account for LULUCF emissions – as many environmental NGOs have been asking for –, but still allows flexibility to off-set emissions from other sectors. This however, raises concerns about the integrity of the EU 2030 targets. IUCN will carefully study the proposal and contribute to the debate to avoid any potential loopholes.
