Description
The goal of this project is to build the capacity of selected governmental agencies and civil society organizations to utilize public involvement processes in forest conservation and management decision-making.

The objectives of the IUCN-CIDA project are to 1) improve democratic governance through participatory public involvement in forest management; 2) establish a framework for the sustainable use and effective management of Russia's forests and protected areas, incorporating involvement of the government, civil society, NGO and private enterprise participation; and 3) develop income generation opportunities through the sustainable harvest and marketing of NTFP for local communities in the Russian Far East.

  1. Creation of a Tool Kit for public involvement in forest management decision making, consisting of best practices guidelines, general principles and mechanisms for public involvement. Tool Kit to be revised as a result of tests at the mezzo and micro level.
  2. Proposals for legislative and administrative practice reform at the national, regional and local levels.
  3. Increased public involvement in forest management decision making tested, adopted, and promoted by government and civil society organizations.
  4. More politically, socially, environmentally and economically sustainable decisions and outcomes in forest management.
  5. Improved conservation and effective management of Russia's forests.
  6. A viable and participatory process whereby government and civil society can work together to assess and improve the management effectiveness of protected areas.

  8. An established participatory process between government and civil society which evaluates, and raises awareness about, threats to protected areas.
  9. The creation of local-level socially, economically and ecologically sustainable, income-generating NTFP businesses, based on community participation.
  10. Improved capacity of community groups to target products of interest with high marketing potential, and to identify obstacles and opportunities within the enabling environment affecting the use, management, and development of businesses based on NTFPs.
  11. Sustainable harvesting of the NTFP resources with potential for wider adoption of sustainable harvesting methods.
  12. Communities with the tools and confidence to monitor and manage their NTFP resources

The project is currently being managed in Russia with very close collaboration with the TBFP team in Canada.
CIDA is quite satisfied of the results of this project and has increased its financial support to CAD$2.6M and extended its contribution for two more years. The project will end March 2006.
