Luc Bas will be taking up the position of Director of IUCN European Union Representative Office in Brussels from 1 May 2013.
As Director of the IUCN European Union Representative Office, Luc will represent the IUCN Secretariat and will provide leadership and guidance for all activities undertaken by the Secretariat within the European Union context in Brussels, including maintaining vital linkages for IUCN to key EU institutions and other public and private actors with regional headquarters in Brussels.
Luc has worked as an adviser on international sustainable development policies for both the Belgium Federal and Flemish Governments. He was a representative for the Government at the United Nations Commission on Sustainable Development, the Organisation for Economic Co-operation and Development's national Sustainable Development experts panel, and the Belgium Federal Council, and at various interregional networks on sustainable development.
After serving as a member of the Belgium delegation at the UN World Summit in Johannesburg in 2002, Luc introduced and chaired the first Flemish interdepartmental commission on sustainable development to prepare a national sustainable development strategy, as committed to in the Johannesburg Declaration.
As a special adviser to the Federal State Secretary on Sustainable Development, Luc had a lead in introducing the Sustainable Development Impact Assessment procedure for all federal government decisions and prepared the cabinet's positions on EU energy policy.
More recently, Luc represented The Climate Group in Brussels as their European Director working with business and government to reach more ambitious EU-climate policy and kick of a true energy transition. As International Director of The Climate Group’s States and Regions Alliance, he established one of the most significant networks of sub-national governments leading on climate change. Through Luc's leadership the Alliance now has a functioning governance structure, involves leaders of governments from all over the world and uses its technical working groups to feed into the decision making at all levels.
Luc is a much asked speaker and moderator at high-level events on sustainability and has worked closely with Ministers and business leaders.
Luc brings to IUCN a wealth of experience from working for years with EU and UN institutions and high-level decision makers on sustainable development. His vast network, beyond nature-protection actors and including the wider business community, will be instrumental in achieving many of the goals of the IUCN Global Program 2013-2016 which focuses, among other things, on mainstreaming conservation in other sectors and policy fields.
