Provincial Government Officials received Orientation on Climate Financing Opportunities

An orientation session was organized by IUCN in collaboration with the Ministry of Climate Change for the Sindh Provincial Government Officials at the IUCN Country Office, Karachi. The orientation was attended by representatives of the various provincial government departments.

In his welcome remarks Mr. Mahmood Akhtar Cheema, IUCN Country Representative said that IUCN had become accredited agency and therefore was available to provide any guidance required in consultation with the Ministry of Climate Change.He highlighted need for partnership approach in GCF/GEF proposal development and implementation in the best interest of the country and its development sector and assured IUCN’s full cooperation and support to the provincial departments.

In the opening remarks Syed Abu Ahmad Akif, Secretary, Ministry of Climate Change, Government of Pakistan said that the Ministry is ready and willing to support provinces in developing projects for securing funding under Green Climate Fund (GCF) and Global Environment Facility (GEF). He added that provinces need to identify priorities matching to the criteria and requirements of GCF/GEF funding. He highlighted the support of the Ministry of Climate Change in facilitating development of key projects in the past and assured of the same support to upcoming ones.

Ms. Rehana Ghulam Ali, Secretary (Development), Planning & Development Department, Government of Sindh thanked IUCN Pakistan for organisation of orientation session and requested Ministry of Climate Change for organizing in-depth proposal development training for the provincial government officials so that climate financing opportunities could be harnessed.

Mr. Muhammad Fawad Hayat, Director/Head of the Climate Finance Unit, Ministry of Climate Change, Government of Pakistan gave a comprehensive presentation on the mechanism and technical aspects of Global Environment Facility and Global Climate Fund and offered various suggestions to the participants in developing new proposal concepts. He further said that the Green Climate Fund will support projects, programmes, policies and other activities in developing country Parties using thematic funding windows'. It is intended to be the centerpiece of efforts to raise Climate Finance of $100 billion a year by 2020. The four sizes of the GCF projects. The Micro sized project starts from $0-10 million, the Small sized from $10-50 million, the Medium project from $50-250 million and the Large sized project starts from $250 million.

While presenting the Global Environment Facility Funding pathways he informed that there are three sizes of projects i.e. Full sized, medium sized and small sized. For the full sized project the funding is US$ 2 million and upto 18 months, medium sized is US$ 50,000 to 2.00 million and upto 12 months. The small sized project is upto 50,000 and it is for six months.
