Who may submit a motion ::: Motion requirements ::: Procedures :::
Motions, and the resulting Resolutions and Recommendations, are the mechanism by which IUCN’s members guide the policy and Programme of IUCN, and influence other organizations around the world.
The 906 Resolutions and Recommendations that have been adopted at previous Congresses and General Assemblies are the basis of IUCN’s general policy. All the adopted Resolutions and Recommendations can be consulted (in English, French or Spanish) at: http://www.iucn.org/congress/2004/members/pre_outputs.htm. The text of all motions can be searched using key words within each set.
Motions, when adopted, take the form of:
- Resolutions if the IUCN Director General is called, on behalf of the Secretariat, to take an action;
- Recommendations if exclusively third parties are called on to take action; or
- Amendments to the Intersessional Programme or Commission mandate, if the motion has an impact on the Programme or a Commission mandate; they will be reported as such in the Intersessional Programme when adopted.

The Resolutions Committee will determine the category after adoption by members.
Draft motions may be submitted by Council or a member from any category of IUCN membership for whom the dues have been paid through 2007. A minimum of two, and if possible five, co-sponsors from two additional IUCN members for whom the dues have also been paid through 2007 are also needed.
National or Regional Committees cannot formally submit motions. They may, however, encourage and coordinate motions from their corresponding members and evaluate them.
Membership of a Commission does not qualify an individual to submit a motion.
The specific Statutes and Rules of Procedure that govern the motions process can be consulted in English, French and Spanish at http://www.iucn.org/members/statutes.htm. Please note that motions must be “consistent with the objectives of IUCN”.
The deadline for submitting draft motions is 6 June 2008, which is 120 days prior to the opening of the Congress as specified in the Rules of Procedure (§ 49).
Motions determined to meet statutory requirements by the Resolutions Working Group for consideration at the Congress will be posted on the Congress website on or before 5 August 2008.
To help members develop and submit motions, an electronic Motions Management System will be launched in late February 2008 and will provide step-by-step instructions for the submission process. A manual providing guidance on submitting motions is available now in English, Spanish and French!
Members should note that submissions of motions will only be possible once the electronic Motions Management System is in place. Members will receive notification of the activation of the system soon.
