Promoting climate change adaptation through a regional knowledge data base - Mesolex

Today IUCN, led by the Environmental Law Centre, launched Mesolex, a web database providing the most comprehensive collection on environmental law and policy in Central America. Mesolex derives from ECOLEX, an information system and service for environmental law information worldwide, and is tailored for the needs in the Mesoamerican region.

MESOLEX was developed in the framework of the BMU-IKI* project “Climate Change and Water Governance Capacity – Ecosystem-based adaptation in Mesoamerica”. The overall goal of the project was to promote climate change adaptation capacity through water governance. The project focused on the following three components: Decision-support knowledge base; discourse building and policy development; and improved policy and institutional environment in pilot intervention sites.

Aiming at improving water governance, the project sought to create greater transparency and general access to information in the region, especially in pilot intervention sites. Without access to legal information in particular, public participation is severely hindered, because often people do not know the scope of their rights to participate in decision-making and resource management. Improving this situation and encouraging people to participate therefore also helps to improve climate change adaptation and water governance capacity.

Until now, a dedicated data base only providing documents on laws and policies in the region, in particular related to water and climate change, did not exist. This has changed with the launch of Mesolex. Mesolex serves individuals and organisations as a comprehensive information tool on environmental law and policy, providing national laws, and regional instruments, for example national and regional strategies and action plans.

MESOLEX is the regional counterpart to IUCN Environmental Law Centre’s flagship project ECOLEX, a database providing the most comprehensive, global source of information on environmental law and literature. ECOLEX is a joint activity of IUCN, FAO and UNEP and is managed by the Environmental Law Centre.
